Housing
Housing remains a crisis across the Gulf Coast, exacerbated by the hurricanes of 2005 and 2008. In rural and urban communities alike, families and individuals face multiple crises in foreclosure, lack of availability of affordable rental and HUD subsidized housing, and increased homelessness. Immediate action is needed to house the working class and most vulnerable populations.

The Equity and Inclusion Campaign calls on elected and appointed officials to:
  • Increase funding and housing availability for our most vulnerable populations, including the homeless through increased access to Shelter Plus Care and VASH vouchers for our Veterans.
  • Increase availability of Section 8, Section 202 and Section 811 vouchers to assist those on closed subsidized housing waiting lists and open the waiting lists to future tenants.
  • Increase access to rural housing, including rentals and homeownership opportunities. Homeowners' insurance should be similarly accessible and affordable to low to moderate income households.

Disaster Housing Response

Immediate action is needed to house the working class and most vulnerable populations.

Further, our nation should undertake comprehensive reform of our housing disaster response and recovery framework to protect Americans during disasters, including

The Equity and Inclusion Campaign calls on elected and appointed officials to:
  • Establish a clear strategy for addressing the needs of the most vulnerable citizens, including low-income populations, elderly, disabled, children, people with disabilities, and people with other accessibility and functional needs.
  • Fund access to temporary housing for displaced citizens for the duration of their displacement and ensure they receive adequate support for the rebuilding of permanent homes. Any voucher program should ensure the availability of rental units for voucher use.
  • A disaster-specific housing rebuilding program must be created that is transparent and provides a formula to benefit rentals and owner occupied dwellings proportionate to pre-disaster conditions, and in accordance with our nation’s Fair Housing laws.
  • A case management process for individuals should be streamlined and include adequate, one-stop, wrap-around services, to avoid each agency's multiple layers of rules and regulations, requirements and approval.
  • Fully implement the National Disaster Housing Strategy, as required by law under the 2006 Post-Katrina Emergency Management Reform Act.
